[Dsg-mvt] Request new manometer for Eel premix gas system + interlock

Since there is no way to guarantee no interruptions in flow (since there is only the single regulator & bottle) and the limited quantity of gas on hand I'd assume they would wait until the bottle was completely empty, i.e. both gauges read zero.

However, that decision comes from the MVT group (their detector) and Hall B (they're paying for the gas).


Basically we're changing the bottles during the day when requested until the MVT staff on-site can do it themselves.
