[Dsg-mvt] MVT cables

Hi Matt,

The sketch looks good, I would add the following changes:

Run the MFC Comms to the same area as the MFC power and PT cables on 
SFL3-south. I spoke with Brent yesterday and he said he can put a switch 
there.
