Added a LOLO limit of 3.13 to B_DET_FMT_GAS_INFLOW_SET with a LLSV of MAJOR

This way if the requested flow setpoint is not high enough from the FMT side it will be more obvious it isn't (necessarily) a problem with the mixing system.
