[Dsg-rich] RICH hardware interlock limits

Hi Tyler,
the interlock logic has been developed by George, is written in the 
attached document and described in the presentation done by Valery 
during the ERR review.
Preliminary limits for the cooling and nitrogen systems were discussed 
by S. Tomassini in the presentation made during the mid term review. 
Final limits, as well as position and numbers of the sensors, can only 
be determined after the cooling tests we are going to do during the 
assembly in the clean room.
Do you have already bought humidity and temperature sensors?
