[Dsg-rich] RICH detector assembly support

Hi Doug and Denny

I spoke with Bob a while back during a meeting with the INFN for the 
RICH detector assembly. The RICH group needs assistance with assembly of 
the assembly structure prior to construction of the detector. The DSG 
will be providing additional manpower on both the assembly of the 
structure and detector. However, INFN will need assistance from the Hall 
B Mechanical Group prior to assembly, because the structure will need to 
be anchored with 16 bolts.  INFN/DSG will assemble the structure base, 
locate the assembly in the clean room and mark the holes.  Support from 
the mechanical group will be needed to drill the holes (16 x 1") to the 
required depth of 3.19 inches (attached assembly instructions sheet 5). 
Prior to this support from the Hall B mechanical group will also be 
needed to relocate the cargo boxes from the ESB to the EEL.

I am preparing a Blind Penetration permit (attached), BList, and a 
sketch. I am tentatively scheduling the permit start date for 03/03 
which should be the week that the collaborators arrive to start the 
project. Could you please review the permit as written and the assembly 
instructions and provide any input you feel is necessary. Additionally, 
could let us know how much lead time you will need to schedule/complete 
the drilling. That way we can ensure smooth work flow for the visiting 
technicians, as they have planned a very tight schedule to complete the 
detector assembly. In addition to the Penetration permit, I was informed 
that Silica Controls will be required, so I assume anyone in the room 
while drilling is occurring will need to be silica hazard trained.
