[Dsg-rich] RICH Stiffening Tool Meeting

A meeting to discuss the status of the RICH Stiffening tool was held in 
Hall B. In attendance was the following:

Marc McMullen, Brian Eng, Tyler Lemon - DSG

Doug Tilles - Hall B

Ed Folts - Physics

Mike Martin - ESH&Q

Mark Loewus - Facilities Management

The major topic of discussion was the RICH Stiffening tool's vendor 
welding certification. The lab has requirements for equipment used at 
the lab to ensure safety. M. Martin will forward those  requirements to 
INFN and they will be forwarded to the vendor. No inspection of the 
welds will be done by the lab until the requirements are satisfied.
