[Dsg-rich] Moving reflectivity test set-up from EEL 108A to EEL 121b small clean room

Hello Nick, Maurizio, and Youri, 

We have found that the RICH spherical mirrors that we needed to measure with the reflectivity test station are too big to fit in the dark box in EEL 108A. Because of this, we plan move the entire test set-up into EEL 121b small clean room. This clean room has been darkened for other RICH mirror tests so the dark box is not needed. 

We plan to start moving the test set-up next week.
