[Dsg-rich] Rich Instrumentation Installation Procedure

Hi All,

Attached is the draft version overall installation procedure prepared 
for the RICH Internal Equipment Installation OSP for all to review and 
comment. The document provides the required procedure for all tasks 
covered by the OSP. The OSP will be accompanied by this document, 
documents for the more complex parts of the installation (Panel 
Installations, Rotation Lift Plan, Mirror Spot Test, and THA).

I will start the hazard analysis of these tasks while this document is 
being reviewed. After everyone has had a chance to review, I will make 
the necessary changes.

In addition to these documents a lift plan will need to be developed for 
the installation of the front panels after Aerogel installation and the 
installation of the electronics panel.

Marco has added the dimensions/weights for the front panel and 
electronics panel to the wiki at this link:

I'll work with Tyler to get George some CAD files of the front, and 
electronics panel, as well as the front panel installation tooling. All 
of which is required for the lift plans.
