[Dsg-rich] Power for air compressor in EEL rm 125 (Bertha Unit)

The work has been identified and a charge code has been
provided by Physics.  However, I've been asked to wait
for another week to determine if the budget situation will
be better resolved before proceeding.

Based on discussions with DSG staff, I understand we have
some time before this work must be completed. If this is
not the case, please let me know.
