[Dsg-rich] assembly procedure for RICH electronics and mirrors

Hi Tyler,
there are procedure for the mechanical assembly of the boards on the 
panel and for the installation of the panel on the RICH in the wiki:

scroll down to "Electronic Panel".
Mirrors will come (hopefully soon).
