[Dsg-rich] RICH LN2 ODH for room 125

Hi Jen,

Here is the revised ODH plan for the EEL RICH detector setup. The dewars 
are located in room 125, which is open to the highbay. The worse case 
scenario is that the regulators would  both fail at the same time and 
the LN2 would instantly vaporize into nitrogen.
