[Dsg-rich] RICH hardware interlock cRIO to be rebooted

Hello, 

The update to the RICH hardware interlock LabVIEW program is complete. 

The updated program (V23) has been deployed and set as the cRIO's start-up application. 

The hardware interlock program is back to running as normal.

Hello, 

This afternoon, the RICH hardware interlock cRIO will be rebooted to update its LabVIEW program. This will cause a small gap in the archived data for the interlock sensors. 

Even though HV/LV is not on, the interlock override switch on the cRIO chassis's front panel will be enabled during the reboot.
