[Dsg-rich] RICH hardware interlocks enabled

Hello, 

To test the cooling of the RICH electronics and the interlock system, the gas panel has been set to provide ~400 L/min to both manifolds on the electronic panel. 

The hardware interlock cRIO has its override switch turned off and it is running the interlock program. If the cRIO is rebooted, it will disable HV and LV until the program is restarted. 

During testing of the interlocks for airflow #1 and airflow #2, we found that the interlocks trip on an over-limit value regardless of what the actual air flow is. We will debug this in the upcoming days and implement the fix once the tests are complete.
