[Dsg-rich] RICH interlock

Hi Tyler,
our cosmic setup shows spurious hits in several chanels, which
we can only control rising the discriminator threshold. Together
with Ben, we identify a likely source of noise in the cRio
power supply.

During the test we power cycle the cRio. After that, we were
not able to restore the interlock IOC communication display.
As a consequence we left the system OFF. May you resume the
cRio control tomorrow morning ?

Ben is available to clarify and discuss possible ways to
mitigate the noise effect on our DAQ. It would be nice
to meet tomorrow for this.
