[Dsg-rich] RICH scaler readouts all zero with HV/LV on?

Hello, 

DSG has been monitoring RICH through its EPICS screens. 

Today, we noticed that the screen for the scaler map shows all but one scalar as zero (scaler for PMT 70 is ~2x10^6) while HV and LV are both on. Attached is a screenshot showing this. 

We can see temperatures and voltages changing for each board on the RICH SSP Board screen, but the scaler readouts are zero here, too. 

Should the scalers be reading as zero when both HV and LV are on?
