[Dsg-rich] scalers for PMTs on one RICH tile not updating

Hi,
when I started my swing shift yesterday the scalers were all at zero but there was no beam. I called Andrey Kim before we stated the data taking and he recycled the IOC. At that point all scalers where all OK
Indeed I wanted to understand why the scalers stop reading without any apparent problem
