[Dsg-rich] RICH interlock

Hello Marco, 

It seems that when the softIOC was rebooted this morning, there was an error with the IOC that caused the limits to not be loaded correctly. 

This morning, Peter noted that all interlocks were okay and only showed an error after the softIOC was rebooted. 

It seems like this problem is the softIOC in the EEL. When the system is moved to Hall B, we should not have these issues.

the RICH overview gui reports trip and sensor errors. Is
