[Dsg-rich] RICH compressor on for electronics debugging

Hello, 

Ben Raydo asked to have the RICH cooling powered on to debug the software on one of the tiles. 

DSG will turn the compressor on this afternoon and start the airflow to RICH for the tests. 

I will send another email once the compressor has been turned on.
