Doug, 

The RICH air panel falls under the Jlab pressure systems rules. Making 
modifications needs to go through the owner and design authority (Bob 
Miller, and Dave Meekins). The panel work, pressure systems testing and 
documentation was completed by Meekins. The installation on the FWD 
Carriage was completed by Hall B Mechanical. 

I have discussed this with our gas system expert and manager, they both 
concur that the it would have been more appropriate to space the panel 
away from the guard rail during installation. That may be the best 
course of action for Hall B Mechanical. 

If there are any plans to shutdown the air panel please contact the 
DSG-RICH mailing list prior to any action. So that any preparation for 
alarms or systems can be taken prior to the work.
