[Dsg-rich] Update hardware interlock program to include differential pressure transducers?

Hi Tyler, Matteo,
last week with Valery we defined the RICH status during the
long beam shutdown to be:

HV off (no need to keep ON except for tests)

LV on (to keep the cooling volume warm and maintain stable
the humidity inside the RICH)

As soon as you finish your work on the cRio, please switch
the LV on again.
