i agree with you on all points, except:

to me its a no-brainer (zip your lip on the comment you're thinking of!) it is coming from the air. 
the system is over pressured nothing gets in. so if the air to start of is as dry as a bone and nothing gets in: 
o where o where does can the moisture be?

Yes, but that would require a DA since that's modifying a pressure system. 

A moisture sensor was installed on the tank, that should probably get fully instrumented to EPICS first so we have a better idea where the moisture is actually coming from. There's already a PV, but it's reporting 0 PPM which is pretty hard to believe.
