[Dsg-rich] Optical Tables in EEL/124

Hello Tyler,

We are expecting to finish R4 disassembly within a week. Future needs 
include SVT R1-R3 module replacement which will take several months and 
will be done during the long break (expected in January 2020 or even 
next summer if needed). We will use one bench only. Per prior agreement 
with RICH, SVT work will have priority.
