[Dsg-rich] Alarm added to RICH main N2 supply pressure transducer

Hello,

I talked to Nathan this morning and asked him add an alarm for the RICH main N2 supply pressure transducer (B_DET_RICH_INTLK_N2_BACKUP_PT2).

The alarm limit was set to 20 psi with a time over threshold of one minute (so any drops caused by N2 dewar fills won't trip it).

This alarm should let us know if RICH loses its main N2 supply and swaps to its backup N2 supply.
