[Dsg-rich] [New Logentry] RICH max FPGA temperature alarm limit changed to 75 C

The alarm limit for the max FPGA temperature indicator was changed from 73 C to 75 C at the request of Marco Mirazita.

The alarm value now matches the soft interlock limit for RICH FPGA temperatures.
