[dsg-hallb_rich] RICH hardware interlock system RMC received, backplane PCB population underway

Hello,

This week we received the completed RMC for the RICH hardware interlock system. In the next few days, the PCB is will undergo testing to ensure that it behaves as expected and needed.

Mindy is also in the process of populating the backplane PCB for the hardware interlock chassis. After this is complete, we will have all PCBs for the hardware interlock system on hand and the only remaining "major" component is the chassis that houses the sbRIO, RMC, backplane PCB, and power supplies (the chassis design is complete and we're making arrangements for it to be fabricated).
