[dsg-hallb_rich] [EXTERNAL] RICH patch panels construction

Hi Marc,
thank you so much! Once I have the preliminary quotation, I need to 
follow the INFN procedure to issue the PO, which means send to them an 
official quotation request and some form they should fill.
I do remember GandR, and to my understanding they did a good job with 
the lifting tool.
