[dsg-hallb_rich] Updated procedures and documentation needed for RICH-II safety documentation

Hello,

We've started working on gathering the documentation we need to be able to submit proper safety documentation for RICH-II assembly.

I've compiled of list of documents that we had to submit for the first RICH at the link below.

For the items (mainly procedures and operations manuals), if there is an updated version of the documents documentation, please forward them to me as PDFs and I'll add link them in the table.
