[dsg-hallb_rich] RICH II Assembly OSP draft review

Hi,

Please review the attached draft OSP, THA, and procedure documents for the assembly of the second Ring Imaging Cherenkov spectrometer. The detector will be assembled in the EEL building in the large clean room (124).
