[dsg-hallb_rich] RICH Air System Upgrade

I am working with Marco Mirazita on the specifications for the upgraded 
air system to support both RICH detectors in Hall B.


Therefore, I will design and install the upgrade, as well as supply the 
air and nitrogen systems for the EEL.
