[dsg-hallb_rich] [New Logentry] RICH S1 hardware interlock system recovery

RICH Sector 1 hardware interlock system was showing all PVs as disconnected.

The system's main sbRIO controller was not responding remotely so an access was made and the system rebooted locally by disconnecting it's main 24 V DC input.

After rebooting, the gas system signals (read by an expansion chassis in the system) showed all zeros, typically indicating a hardware failure and requiring the expansion chassis to be swapped for a spare.

A spare was swapped in, and the system restarted with no issues. The system is back up and running as normal.
