[dsg-hallb_rich] RICH S1 update

I figured I'd send an update to everyone.

I was able to get the S1 gas system readings back.

But now I am having trouble getting the EPICS portion of the program working (LabVIEW doesn't seem like its correctly deploying shared variable libraries).

I'm continuing to work on it remotely since they put the hall back in beam permit.

I am hopeful it'll be done by the end of today, but it's been a one step forward, two steps back type of day.
