[dsg-svt] R4 cabling

R4 LV & SC cables have been connected.

LV was powered on R4 modules; but only long enough to verify HFCB temperatures were working. I've since enabled the hardware flow interlock to trip the MPODs and prevent them being powered on remotely.

I rotated the R4 rack some to reduce the strain on the cables some, now the data cable bundle sits on the floor.
