[dsg-svt] R4 cable lacing

SVT is powered off, R4 cable lacing can now be done.

In preparation for the KPP please review the procedures of disconnecting 
the cables on the crate side and reconnecting them to the crates in the 
service cart. The test in August showed that cable labeling, handling, 
and routing needs improvement. The KPP schedule allows 4 days for SVT 
installation. All cables should be properly labeled. cable bundles 
should be arranged in groups corresponding to the crates to which they 
will be connected. Due to the budget constrains we won't have the patch 
panel boards and the slow control cables modified before KPP. I 
recommend to consider leaving the slow control cables connected to the 
boards during SVT transportation. This would significantly speed up the 
cabling.

SVT will be powered up and tested for operation stability in the 
following weeks and during the first weeks of  January.

SVT should be ready for transportation (cables disconnected, arranged, 
crates installed in the service cart, monitoring system installed in the 
counting house, network parameters configured) by January 20.
