[dsg-svt] Revision of the OSP

I will resubmit the new ODH form (the current expires by end of this year).

Here is a detailed list of work that needs to be done before R4 will be 
mounted:

- add ambient sensor board in the L1C area on the bottom of the inner 
support tube

- add 2 gas lines (top, bottom) ending in the L1C area

- fill the cable slots at the flange with foam to provide extra 
protection against humidity

- close the openings between the upstream end of the Faraday cage and 
the cold plate with thin foam

- replace the peeling black tape at the downstream end of the Faraday 
cage and secure it with narrow pieces of scotch tape to protect against 
peeling

- check the ground wires and ensure they are not in the keep out volume

- reinsert the gas line which was pulled off the barrel during securing 
the cables to the tube

- mount the drip pan (last step, please let me know before doing it, I 
will check that previous steps are done properly)

This work has to be completed before Friday so SVT can be re-tested over 
the w/e and R4 integration can start on Monday. Next week SVT 
integration has to be completed.
