[dsg-svt] SVT inner barrel mounting

SVT inner barrel repair work is complete, it is ready to be mounted on 
the support tube.

Todd and Sahin, let's meet in the clean room at 8 am tomorrow (Tuesday).

We need to rotate R1-R3 and attach it to the tube so the survey and 
cabling can be done. This should not take much time, we should be done 
before lunch.
