[dsg-svt] SVT services in EEL124

Yuri,

The SVT is ready to be fully powered up. 

Marc and I connected the remaining interlock cables. Java has been updated on the Mac mini in EEL/124. N2 is flowing (George said the current configuration matches the diagram) and EPICS has been restored to the values during KPP.

I currently left it with only LV on (used to check HFCP temperature connections). I didn't check HV yet, but figured that would be done when fully powered up.
