[dsg-svt] SVT to the Hall

Here's the current status of the SVT as of this afternoon.

Hall B Mech Eng moved the insertion cart from the EEL to SFL1 this morning and the SVT has been moved from the EEL and is currently on the floor of the Hall.

It will get moved up to L1 tomorrow morning, Bob has estimated it should be ready for cabling ~9 AM.

I talked with the survey group and they also need access to the SVT (around the flange and mounting plate) to do alignment, so we'll try to work with them so we can continue cabling as much as possible while they're working. If it proves to be impossible to work at the same time we'll finish connecting the computers in the counting house which were brought down today.

We didn't mount the plastic tube around the SVT because Bob was worried it would interfere with the CTOF and also the CTOF itself would act as a barrier.
