[dsg-svt] SVT Move to Hall B

Yes, the cables are in the cart and it just needs the corner posts and panels installed.

We have the patch panel box on the upstream flange area, if this is a problem we can remove the blocks, but we were trying to keep as much of it connected as possible to speed up re-connection.
