[dsg-svt] Leak Sensor Debugging

Yuri,

Since the beam is off for most of the day and the Hall is in controlled access we're going to debug the leak sensor some more.

Since the interlock is still disabled I'm going to leave everything as-is (SVT powered on). If I think we might need to actually test the interlock I'll check again to see if it's okay to turn off (not sure if SVT is needed for CND cosmics, which they're taking right now?).
