[dsg-svt] Please fix SVT Hardware interlock software ASAP

The Hardware Interlock System crate is off-line and can't be reset remotely. Tyler is on his way to the hall now. 
The front panel interlock over-ride switches can be used to enable the SVT HV/LV & chiller right now if needed.
