[dsg-svt] Please fix SVT Hardware interlock software ASAP

The SVT Hardware Interlock cRio processor will not boot.  We do not have 
a spare for the SVT, but are working on installing a loaner processor.

The SVT crate will need to be turned off for the installation. The 
interlocks will drop when the power is cycled on the crate. The SVT is 
powered off.
