[dsg-hallb_svt] SVT slow controls issues

MFC is working again (needed to be reinitialized). Minimum flow is 1.5 lpm, any lower set point will flow zero.

SB1 H1 is reading bad due to the gray cable between the board on the patch panel and the V450, I wasn't sure where the spares are but I suspect changing that out might fix that reading.

SB3 and SB6 are reading the same from the V450 and the cRIO, not sure what else I can do there. Disconnecting the cRIO makes no difference to the readings.

I tried repairing the SB4 cable, before remembering that it's actually bad on the HTSB itself (https://logbooks.jlab.org/entry/3434654), so I removed the same pin but on the other side of the connector as I couldn't find the correct extraction tool.

R2 M13 will need to wait as I couldn't find the crimper for that connector.

Brian,

We left SVT open at 20 C.

Issues to be resolved:

- MFC shows no flow. We set it to 0 for now and closed the rotameter

- ambient sensors need to be tested, SB3 doesn't work

- R2S13 temperature sensor cable has broken wire. It would be great to test all hybrid temperature sensor cable connections which can be done by turning one by one LV for a short time to see if the temperature reading is ok.
