[dsg-hallb_svt] SVT hardware interlock disconnected

The softIOC needed to be restarted. Not sure why it's only on the main IOC screen and not the one for just SVT ones?

Rafayel went to the clean room and it is working from there, he was able to clear the interlock error. Somehow it is still disconnected from my VNC and restarting clascss did not help. I will try direct ssh to the clon pc.
