[Dsg-hallc_controls] Current settings for SHMS & HMS magnets

Hi,

For the current setting for the HMS Quadruple magnets & SHMS magnets I 
can provide the following variables.

The target set currents will be:
These are signed variables, with the sign being the sign the power 
supply is supposed to have.
You will use the absolute value to set the power supply. The sign can be 
used to check the sign of the power supply.

The overshoot settings if ramping up will be:

The target field for the HMS dipole NMR unit is:
This is signed. You will use the absolute value. The sign can be used to 
check the sign of the power supply.

and the approximate current setting:
This is unsigned.

ecDI_I_ApproxTarget

If they find a location for the SHMS Dipole NMR, B & I values will be 
provided.

And for reference the desired spectrometer momenta are:
These are signed.
