[Dsg-hallc_controls] HMS controlnet upgrade

I'm not sure about the CNB ControlNet modules in a remote chassis. While I think they will work, Rockwell will need to be contacted to get confirmation.

On the bright side we know we can use the current ENBT modules from the HMS primary/secondary chassis in the remote chassis as we've already done this on SHMS.

The 1756-RM2 is supported with 20.58 firmware.
