[Dsg-hallc_controls] Halll C small UPS interface

Hello, 

For the small UPS for Hall C's SHMS PLC controllers, HMS PLC controllers, and HMS I/O Chassis, we will need to use a UPS management card accessory from APC to be able to monitor the UPS's status. 

The card that would work best for our applications is the AP9613 Dry Contact I/O SmartSlot Card. Attached is the manual for the card. 

The AP9613 gives six relay outputs that can be set to indicate UPS on battery, UPS battery low, UPS battery needs replacing, UPS overload, or an internal fault Boolean summary. 

The AP9613 also gives four inputs that allow users to remotely turn UPS on/off or initiate a self-test. 

The card is available as a punch-out order from CDW-G through JLab's stockroom for $223.43 (link to CDW-G site: https://www.cdwg.com/product/Schneider-Dry-Contact-I-O-SmartSlot-Card-UPS-management-module/2944677?pfm=srh#PO). 

Please let us know if the AP9613 card is acceptable. If it is, I can submit the PR today.
