Regarding you note:

Very little support and maintenance is required for two computer files.

It is our understanding that the DSG has/used Rockwell software licenses to support Hall B & D.
If the new license are solely for Hall C support, we see no reason for the use of a non Hall C server.

Who in DSG will limit access?

According to the DSG task report, DSG has five computers on the Hall C subnet with access to the license server on Skylla7.
Hall C has two RSLogix license, DSG has two, that covers four of the five DSG computers. The license can also be used on a temporary basics, multiple times, for a seven day period.
