[Dsg-hallc_controls] update to SHMS program

Hi, 

The SHMS plc program has been modified and a new version saved. 
First tested on standalone PLC. 
Program mods uses a look up table to generate diode temperatures from a voltage input. Being tested on Q1 program before implementing to the other magnets and HX.
