[Dsg-hallc_nps] high voltage cables

Hi Brad,

As you know, we tested all 40 of the high voltage cables twice (once after fabrication and once again after potting the Radiall connectors).
I was taking a look at the data files from the final test and noticed a problem with four of the cables.
Specifically cables #17, #18, #22, and #34.
It looks as though there might have been a network issue during testing and there's no usable data.
I would advise not using these four cables and maybe retesting them at some future time.
This still leaves 6 spare cables.
The cables were fine before potting and I doubt that there's an issue after potting, but just to be safe I would avoid using them.
