[Dsg-hallc_nps] NPS LV IOC successfully set up

Hi Brad,

This morning, I was able to successfully run and IOC and get data from the NPS MPOD.

Currently on cdaql3, the IOC files are at "/home/cdsg/tlemon/npsLV/mpod".

This is fine for now when things are still in development, but for any production version, files should be put in a directory in the EPICS base path (root/sudo privileges are needed to do this).

The IOC is presently set up to only read voltage and current monitoring, but we'll switch it to full control/monitoring once we have a CSS Phoebus GUI ready.

For now, I'm done with my tests and I've left the IOC inactive.

We'll contact you to arrange further tests with Phoebus GUIs for the NPS LV system.
